Despite a show of control and strength at the beginning of last night's meeting, Lack of Trustees President Andy Mytelka caved to loud Central supporters who apparently misunderstood that GISD planned to place a Nationally Renowned Education Program "Knowledge is Power Program" in Central Middle School and NOT close the school!  Rather than explain to the crowd that Central would be more fully utilized and produce better educated students than the district itself could produce, the Grand Poobah of Lack of Trustees simply bowed to political pressure, wept at the singing of the Central Fight Song, changed his vote and created yet another reconfiguration in only one month!!!

Political Expediency at its Finest!

We are checking with the Guiness Book of World Records but we believe GISD stands alone in the number of district re-configurations in one Superintendent's tenure in the World!!

You can read this latest reconfiguration here:

"I voted FOR it before I voted AGAINST it."

This same group of Trustees except the two thinkers, Mr. Rawlins and Mr. Pappous, agreed to create yet another layer of nonsense and gimmicks in the district, this time at the elementary school level.  Now, no school in the district has been left untouched by a new program, grant, gimmick, ruse or closure!!!

The "progressive schools of choice strategy" will be attempted by eliminating all school zones and allowing parents to "choose" the elementary school whose new theme might best interest their child.  Reports are that Burnet Elementary School will become the Coastal Storm Surge Academy!

Now, including learning the flawed new G-Scope Curriculum instituted this school year, teachers will be forced to create the applicable themed curriculum in their classroom.  Where the teaching of the basics like reading, math, writing, and science will be taught to the youngest of students remained a mystery after last night's Board Meeting. Moreover, teachers will be expected to support the new themes out of their own pockets!

Additionally, the Lack of Trustees who refused to re-open the perfectly good Alamo School to the overcrowded mainly Hispanic students at Morgan, chose to re-open Alamo back to the DAEP!  Students will still be forced to attend school in temporary buildings at Morgan!!

"Progressive" or Insanity?

We are now taking bets on what the school budget for next year will be: Financial Exigency or Cash Busting at the Seams.  Send in your thoughts today!

These people also would like to RAISE YOUR TAXES to build a new state-of-the-art football stadium!  Despite the fact that GISD has lost students every single year that Lynne Cleveland and Company have run the district, the administration believes that with the "progressive schools of choice strategy" and the continuing "guess your school this year" strategy, they will be able to field one Offensive Unit and one Defensive Unit of the Tors by the time the Stadium is built!

We don't know what happened to our last bond money, but we think Ike destroyed what was left of it as well as the accounting records! So let's move on!!!

Get out your checkbooks folks!!  They can't teach our children but we'll have one damn good stadium!!!

I am appalled at the antics our board plays with student and professional lives. Galveston ISD is a mockery as evident by the number of remarks made by both island and mainland citizens. It is embarrassing and a travesty for our educational system in Galveston.

Since we now do not have any school zones, as stated, "The Board of Trustees also voted 5-1, with Beau Rawlins voting against and Norman Pappous abstaining - to do away with school zones so GISD might embrace the progressive schools of choice strategy currently being instituted at the district level." isn't it time to do away with school board member zoning? As part of the "progressive movement," all school board members should be voted "at large?"

Feedback from others would be welcomed on thoughts regarding this matter.

avatar GISD used to have at-large Board seats but a group of minorities sued for Districted seats as they claimed they were underrepresented.

This Board does not run this school district, Lynn Cleveland and Erik Nichols run the school district. We do have hope with Rawlins and Pappous because they are smart, fearless and are willing to speak up. The others are either arrogant, clueless or sheep.
We have another opportunity in November to get a couple new ones.

I totally screwed up in not uniting with others to have one candidate run against the incumbents. We split the vote and Wurst and Chambers got back in. I've learned my lesson. As we've seen, we can't do any worse than the 5 boot lickers we have up there now.

I want the new stadium out west. I'll pay a couple bucks extra on my taxes. Too long we have held on to crappy stadium in the hood (why?). Central is a gigantic campus. It needs to be utilized. Cleveland should have never brought forward an OPTION to put KIPP there. Andy did the right thing.

Cleveland needs to go.
Anonymous Unregistered | 01-22-2010 08:33:33
Full utilization of Central would have been accomplished by KIPP in 2013.

Now, Central will be UNDER-utilized from 2013 and onwards.

GISD could have easily built out science/computer labs at Weiss.

The only thing that changed FOR THE KIDS is that 5th and 6th graders will now have a larger opportunity to get bullied by 7th and 8th graders.
admin - Misconception Super Administrator | 01-23-2010 17:21:29
avatar KIPP is a program. Central is the school. GISD failed to educate anyone on that concept. Central would have been better than before. Were you aware that 3rd graders use labs in KIPP? They don't in GISD.

The Bear Cats would have lived on and they would have a KIPP education and might have actually been educated. Now, they'll just be Bearcats.

It's great you care more about a stadium than educating children. You should run for School Board!

Like previous articles of gisdwatch.com, the one above manages to avoid calling for a "clean sweep" of the GISD support center. Historically, GISD has never developed its own curriculum in any major subject area; therefore, how can teachers be expected to impart appropriate knowledge and skills without adequately meeting the needs of kids where they are? From pre-K to grade 12, the so-called GISD curricula appear to be a year-to-year, hit-and-hope effort. And we wonder why annual TAKS results are not what they should be? The GISD support center is long overdue for a thorough cleaning. It is obvious that GISD's long-standing tradition of "let's copy off the other guys" will continue -- to the detriment of local students.

Anonymous - teacher Unregistered | 01-22-2010 09:43:44
How is it that GISD trustees are kept in the dark about what's actually going on in the district's public schools? For instance, the overcrowded conditions at Weis (?) School have conveniently lent themselves to internal chaos and a serious decline in morale among teachers, students, and parents. The reason? Total incompetence on the part of the school's current administrative staff, whose usual response is, "I'll take care of it." How can one "take care of it" when one (Heuman) is seldom on the job? How can one "take care of it" when so many students report to class late every period of every day, walk the halls at will, lie, and curse teachers out? How can one "take care of it" when one is absent from campus allegedly attending workshops? There are simply (and realistically) not that many workshops planned for the White House International Conference on the Reconfiguration of the English Alphabet. Yet, one is allowed to retain his position (and title) as the most ineffective school administrator in GISD.
Anonymous - teacher Unregistered | 01-22-2010 09:51:51
Though KIPP is a nationally recognized program, it has no viable track record in GISD. It appears that Sissy's (Cleveland's) OPTION to invite the program into the district has the effect of the dedicated mom who has difficulty, when preparing breakfast, of deciding which slices of toast really need to be battered (I mean buttered). Under what umbrellas can the board continue to hire and retain such a tremendous incompetency?
Anonymous - citizen Unregistered | 01-22-2010 10:05:52
Where, near Galveston Island, is there a scintilla of common sense to assist school trustees and adminis-trators in their decision-making efforts? The approval of a stadium site that is practically out of town is patently absurd. What's really the matter with a com-pletely rebuilt mid-town stadium conveniently located for stadium patrons? What's really the matter with selling some of the 83 west-end acres and using the money to buy one more square block of property north of the current empty square block? Why take away the "within walking distance" attraction of the stadium at its current site? Why should the island's sports supporters have to drive from near the ferry to near the causeway to attend a local sports event?
Anonymous Unregistered | 01-22-2010 10:30:06
to the above, you are an idiot. Buying that block you are talking about would require imminent domain action over several homes and even a Church. Look at your demographics. Unless you have been living under the causeway, the over-majority of our population lives west of 61st street. Sometimes wonder, why bother? Maybe that 70 year old stadium will last another 50 and become part of the national historic registry. Ever tried to get gressed in their dressing rooms at Courville? No you haven't because they do not exist. Ever attended a track event there? No you haven't because UIL will not allow one in our current stadium condition. It requires an 8 lane running track. Ever parked close to the stadium under lighted parking. Not there. Come on. At what point will we give our student population as a whole something new?

OK - some facts... Unregistered | 01-22-2010 14:06:18
It would not be easy to put a bunch of science labs at Weis. And it would be very expensive.

There is nothing convenient about the current stadium for anybody for a handfull of people. And since you cannot get in for free anymore local attendance foot traffic has fallen off.

Everybody drives and tries to find a place to park. Pay $5 to the catholic school... or take your chances.

For people coming across the causeway it is a better option than drivng to 27th St. The difference is a couple blocks at most and you don't have to drive through neighborhoods.

And parking at the new stadium should be free for ISD events.
Once again, it's for the KIDS Unregistered | 01-22-2010 14:12:51
t's because the kids are embarrassed to play in a dilapidated stadium.

It's because there is never enough parking.

It's because you would have to buy dozens and homes and a church if you wanted to do decent renovations at the 27th street location.

It's because GISD already owns the land at 83rd street.

It's because a new stadium will instill pride in its players, parents, staff, band members, ROTC, flags, dancers, cheerleaders, and fans that go there.

It's because a new stadium will attract new employees and new Galvestonians to the island.

It's because our stadium is 60 years old and every other school district around us has built a decent, more modern facility in the last decade.

It's because then we can have football, track, baseball, and soccer all in one location with enough parking for everyone.

It's because other teams won't even shower in our facilities because they are so old and rundown.

It's because our kids deserve better, not what was better when their grandparents used the current facilities.

Need any more reasons why people would vote for a new stadium?

the present adminstrator at Weis was placed there because he had many years of experience, and because he had proven himself as an administrator..however, no one could be experienced enough to come to Weis/central and stratighten it up in less than a year. the school all of last year was no different than it is this year..and admin knew it was an overwhelming task.there were far too many needs in all areas, staffing ,student behavior, space, limited resources, new principal and new ap's, 4 grade levels all under one roof, low ses pop. and so on..a plan of action should have been developed by the district leadership and this plan could have been implemented by the campus principal with the assistance of the admin folks..severalchecks and balances, and several reviews of the plan for adjustments..instead they let this principal try to solve it all alone..other than adding more ap's there never was direct guidance from 39th street. so now someone who gave many many years to the district and was respected is suddenly at fault for all the issues that Weis/Central have..it was a common known fact in the district that weis/central was a tough, hard challenge.the school did not fall apart this year..it fell apart last year..and they did nothing differently to ensure the leaderships success, other than send him to visit magnet schools in preparation for the new themes next school year.now he is being blamed for not being on the campus.shame shame!

When you take all othe high performing students and even those not so high but have parents that care and put them at one school, the mess at Central/Weis is what you have left. What did administration expect? That is not Mr. Heuman's fault. Now we're going to fix things by moving that "mess" to the "HISTORIC CENTRAL" in the middle of the hood, and it's going to be better how? The kids deserve more! The saddest part is that new families coming in have no option since Magnet/College Prep are full so they have to go to Weis. This will keep us from ever enticing good families back. Way to go Lynne!
Anonymous - insider Unregistered | 01-27-2010 23:41:36
Respected? When, in real time, was the current Weis administrator respected -- and by whom other than cronies at 39th & T who've pulled for him? Years ago he dropped his socks as assistant principal at L.A. Morgan; since then, he's done an encore at Crenshaw. During the 2009-10 school year, he has broken the record at Weis for the number of days he's been absent, perhaps because of illness, perhaps for other reasons. How can any administrator claim to be "respected" when there is clear evidence that Weis is currently out of control and the man maintains a record of absenteeism, claiming to be attending workshops?
Then flip that dime and consider the administrator's standard "defenses" of "I'll take care of it." or "I've got it under control." AFTER things have gotten too far out of control. The larger question becomes: "Why does the support center continue to pay someone to continue doing as little as possible to "straighten out" the Weis/Central situation? There may have been a time when the administrator was respected, but no one we know can seem to remember when. How, after all, can one be respected when he consistently refuses to accept (or act upon) suggestions from faculty, staff, and parents to help improve conditions at the school.

Do you know GISD spends at least $11,000 per MONTH on Erik Nichols, their attorney? That's almost 3 times what CCISD spends and CCISD is about 5 times the size of GISD. Do you know Lynne Cleveland makes more money than the Administrator of NASA? Do you see why our stadium looks like it looks? Focus! Focus! Focus! Take a more serious look at GISD's Support Center and the folks "running" it. Clearly, they are "running it" into the ground -- deeper and deeper each day. The stadium site decision is as big a farce as are the various reconfiguration plans. Look again at who's making the recommendation(s) to the Board. Then look once more at the decision to build on the 83-acre swamp land near Scholes Field. Consider the underlying racial animus in the location site -- get the stadium away from its current "ghetto" location and, at the same time, away from convenience for many island residents/sports enthusiasts. Ponder, too, the proposed name change. My grandmother always called the GISD-style decision-making "wishy-washy" behavior -- and this district, from the top (board) down, is chock full of it!!!

The truth be told, Weis needs only two -- two -- administrators: Strong and Stronger -- Strong for the faculty and staff, and Stronger for the kids and their parents. In May 2009, the Support Center Tyranny decided to rid the school of both. Therein lies the tragic rub. The current replacement administrator is completely devoid of strength, hence his frequent absence from work.

Andy should have tied his heart and used his head. Not a wise decision. Enrollment is not going to be high due to the fact that who will choose Central for their child??? The troubles from Weiss will just be transplanted at Central. MOST OF THE TEACHERS ARE AGAINST THIS CHANGE. Why not listen to the majority of educators on this issue. More GISD educators speaking on the issue would have provided a better insight on the configuration. What happened at the board meeting was appalling allowing disregard for board policy reagarding the number of speakers, order, and singing of the school song. This issues should have been addressed in a community forum format. What happens next when a different group intends to exhibit a peaceful protest??? Do we bend the rules for them also??? A mockery and disgrace to our DISTRICT. While KIPP students are moving forward, others will be left behind. The results will speak for themselves. HOW SAD!!!!!!

How wonderful to be so optimistic about KIPP's potential for success in GISD!!! Problem: The program has no local track record. How many of Andy's children are enrolled in KIPP at Rosenberg? Has Andy visited the local KIPP campus, say, more than once this school year to see what's really going on at the school? Has Andy been privy to published reports of academic performance at the school? Has Andy been made aware of the number of children at the local KIPP campus who are consistently suspended each week? Bravo for Andy and his optimism! What's next?
Anonymous - pleading Unregistered | 01-28-2010 01:03:37
Be merciful!!!! Give Andy a break!!! It's not his fault. As a board member, he's not in the line of fire. What became patently obvious during last week's board meeting (with numerous protestors present) is that Andy and other trustees had not been accurately informed of (told the truth about) the planned disastrous disuse of the Central building. The time has now come to look at the larger picture -- the politics of Lynne Cleveland and all those who have been hired since she became GISD superintendent. Most of them are insecure, incom-petent, and have little else to do than draw their monthly paychecks. The bottom line is NOT providing quality education for students; rather, it is to make certain complaints (from any quarters) are kept to a minimum or swept under heavy cover.

Based on administrative changes made at Weis at the end of the 2008-09 school year, there is no intention at the support center to maintain any semblance of blackness at Central. Two former black administrators at the school were let go; a third administrator, a black man, was moved to Oppe, then to Ball High. Consensus among many in Galveston's black community is that he should be the principal at Central when it reopens next fall. Problem: He has never wavered in his determination to seek the BEST for Central's large minority population in contravention to the wishes of the spurious occupants of the support center.

How can anyone even dream of building a new high school while overlooking "it's the economy, stupid!"? And the Great Interferer -- Hurricane Ike -- has done much to help reduce the possibility of such an ambitious project being accomplished in the near future. Since Ike, how many new businesses (of any kind) are interested in establishing themselves in Galveston? Why, after Ike, have so many businesses not reopened or have gone out of business? How, in the name of common sense and good judgment, does a place toll its own death knell while simultaneously begging for air?

The issues at Weis aren't about Mr. Roy they're about the current Administrator.

Cleveland needs to address the problem with the Administrator and give him deadlines to bring things around and if he's not capable he needs to be re-assigned or hit the road.
proof - superintendent should go Unregistered | 01-30-2010 16:07:47
The fiasco at Weis is further proof the superintendent should go. Do you mean to tell me that once again she put someone in as Principal who couldn't handle the job? You mean it's so bad there because she was too stupid to hire someone qualified that a middle school requires 4 assistant principals to run it? And surely you don't mean to tell me that rather than doing the competent thing and removing the principal, she puts in a ringer to try and hold the place together? How many schools can this lady screw up? Did she not learn her lesson from the BHS disaster? Will the Board step up and get rid of her at long last?

I don't mind paying a few more taxes for a new stadium. Galveston needs something new. When I went to Courville Stadium this year to see my son play high school football, my first impression was..Its not so bad, it needs some updating, new seating and a parking garage, but then I traveled to see his games at other high schools...what a difference. Galveston was left in the dust. Stadiums today are much different than they were when I was in Highschool and when Courville was built 50 years ago. They now cater to more than just football or track...its an experience! If we want to bring new residents to the island we have to compete with better schools and a new stadium. GISD can take advantage of low interest loans to build the stadium because of Ike, so now is the time. We need to get in the game!
Anonymous - mystified Unregistered | 01-28-2010 00:29:12
"New residents" on Galveston Island is a last vestige of hope. More appropriately, "new tourists" is the bottom line. The irony of ironies is that new residents look at all aspects of their lives -- from availability of jobs and housing to the quality of the schools. The island consistently falls short in these critical areas. Jobs are scarce, the cost of housing is exorbitant, and the quality of the public schools leaves much to be desired.

Let alone getting a job in GISD especially if your black. That's not going to happen . As you can see they have riffed and ran away many black educators and administrators. Our children have no one to identify with and they wonder why they have the discipline problems that they do!!! WAKE UP!!!!!
fo reel - BHS Unregistered | 01-28-2010 20:41:07
What are you talking about?
If I am not mistaken Ball has three Principles that are Black and another that is Hispanic and two other that be White.
Simple math for the inquiring mind.
Anonymous Unregistered | 01-29-2010 07:14:47
1 other that is hispanic 3 that are black? Are you kidding me? Why aren't these spread out across the district. I'm sure there is more the one hispanic and several black children in GISD. They should not have to wait until they get to high school to see someone they can identify with. I am aware that there are others few and far in between, but not enough. The minority is growing in Galveston and the teachers, principals, specialist, and admninistration should be as diverse as the students. I'm just saying. And the ones that are at Ball High have not always been there. They were other places in the district where they made huge impacts and today the places that they left are suffering or either closed! No the district should not and would not look like it did 50 years ago, but it should be indicative of it current demographics and as you can see our children are not all white, not all black, and not all hispanic. The teachers, principals, specialist, and administration should do the same!!!
anon - R U Kidding Unregistered | 01-29-2010 06:25:40
Yeah, after all the lighter administrators were run off, then and only then did the ones you refer to get shown the door. And for too many years HR was an open door to ONLY the demographic you refer to, telling the caucasian candidates that there were no positions open, all the while filling vacancies with the community members.

Today, the largest demographic, and the one growing the fastest, is the Hispanic population. The future will not look like the past, and it should not look like the past. As we approach 50 percent Hispanic, our teachers, administrators and board members should reflect the same. Odds are that Central will be mostly Hispanic unless someone intervenes, that is discriminates, against that student population. We should all embrace the future and work to provide the best education to all our students regardless of ethnicity, and remember that diversity does not equal bowing down to any one group.

At one time it was preferable for those in adminstration, at 39th St and at the campuses, to move to Galveston and be part of this community.

So we want to convince New Residents to move to Galveston and put their kids in our schools when few of our administrators are willing to live on the island or put their kids here.

Sad.
I am... Unregistered | 01-29-2010 08:19:47
...an administrator, and I live on the island. And I would send my kids to these schools. All too often it is easy to look from outside and say what's wrong, but the majority of the school district's employees I speak are happy with GISD. Sure, with any large business, there will be problems. But nothing that can't be worked out by the people actively working here. Now, this will be scoffed at, I'm sure, but the only people who post here would rather complain about the past and present, rather than work together to fix things for the future.
sandygalv - To Administrator Administrator | 01-29-2010 14:33:01
Do you send your kids to school at GISD?

Have you spent time with the employees at Weis and Ball High? Are they happy with GISD?

I'm sure there are many employees working at schools in our district that are happy, at least I would hope so.
There are schools that are and have been problems and it's frustrating when it's hard to see that anything is being addressed.

How do you propose that we get together to fix things?
I have personally emailed the board of trustees, I've attended school board meetings and it's frustrating when after a period of time you don't see improvement.
I think everyone who comes to this website would love to be able to address the long standing negative issues that abound in our school district.

I suggest that you join us at Lunch with Lynne at Oppe at noon on Wednesday. There, you may address your concerns with Superintendent Lynne Cleveland in an informal setting.

We've been doing these meetings for a couple of months now and welcome all discussion. Some great things have come out of the meetings and changes towards making the district even better.

All are welcome. We hope to see you there.

I can't help but chuckle at all of the negative comments on this site. Instead of focusing on nit-picking garbage, I invite you to listen, very carefully, to the pronounciation of words and grammar that spews forth from Miss Cleveland and her associates.
If this is what is in charge of your children's education, heaven help us.
Example. It is a progrAm not a progrUm. Perhaps, you need to focus on the educational qualities of your leaders.
Haha Unregistered | 02-04-2010 17:12:22

That just made my day.
Son of Haha - keyboard fun Unregistered | 02-05-2010 08:09:22
I think 99 percent of the posts have keyboard errors and typos. Sometimes it iz funnee. And it is not news to anyone in Galveston, whether they work at gisd or not, that Miz Cleveland is an idiot.

It is not some blog BS, ask the people who work with her everyday. We really will not be able to move forward, with the issues that we face, having the top administrator that is so dumb.

I wish you could distill it down to how she pronounces some words. She lacks any analytical skills and makes decisions the way a 9th grader looks at the world.

Everyone is blaming 39th St. As a former School Board Member, (not GISD)
I would like to say you are blaming the wrong person for the mess here in Galveston. Cleveland came in with no experience. She also came in with an attitude and an agenda. She was not qualified, nor is she at this time, to be a superintendant. In time, maybe. Folks, your problem is not her, it is the GISD School Board. And I don't mean Rawlins, O'Neill or the new gentleman, whose name I can't pronounce.
They hired her, and they succumb to her every whim. Each one of you need to wake up and realize, your "blame" is on the wrong person. Until you vote out Board members like Simmons, Chambers and Wurst, there will be no hope for this city.
sandygalv - To retired granny Administrator | 02-11-2010 07:30:27
I agree with you completely and if you've visited this site often you have to know that there are many who feel the same way.
Unfortunately there apparently weren't enough willing to get out and vote this past November and make a difference by voting Chambers and Wurst out.
Hopefully that will come to past in the future.
On the other hand..... Unregistered | 02-11-2010 14:49:11
If we had open districts these folks would be gone. Those of us that care did vote out the ineffective board member from our district. If we are going to have schools of choice then we need to lobby to have open school board districts so we can have district representation by choice.
sandygalv - Open Districts Administrator | 02-12-2010 07:42:18
OK, GISD has opened the door for "open districts", with the most recent re-configuration.
If the citizens of Galveston want to make changes now is the time to do what needs to be done to make the change to the the board of trustees reflecting the student population via "open districts" for all.
